is it okay to leave infrared heat lamp and a repti glow 10.0 terrarium lamp on at the same time for a russian tort? is it okay to leave the infrared heat lamp on all day long?

The Reptiglo 10 tube light is not really a very good light.  It can cause eye problems & I have not seen the final analyzed UVB meter test results so I recommend getting another UVB light such as the Reptisun 10 tube bulb for now.  
The infrared heat lamp is ok, but it is not very bright.  A regular household lightbulb or a halogen flood light are better choices.  
They do need a good basking spot of 90-95 or so but a cooler end around 70-75 or so.  Are you measuring the temperatures with a digital probe or a temp gun?  The length of the lighting cycle should be around 12 hours of daytime with a 12 hours of nighttime, with no heating unless it falls below 60.  They do better with a slight temperature drop during the night time hours.
