i am planning to get a blue tongued skink. what sort of lighting should i use for
it and what should be the dimensions of the cage

Adult size will need about a 60 Gallon tank and I would start with that as you will eventually buy that size regardless.  Basking area should be 90-100 degrees and the ambient should be in the eighties and I would also get a UV light as well which should be replaced every 6 months as they wear out.  These are just the bare bones basics.  I would recommend buying a book on the species first before buying one as there are many conflicting opinions on captive care I can also recommend some folks to buy from if like as well.
