my aunt has to quaker parrots and she thinks they maybe having babies so we are not sure with to look for her and the other bird are acting very different: she is always fluffed out, she is sitting lower on the pierce, she is not getting around the cage as well, he is acting very territorially, and he is just being like really cocky and louder than usually. Is their anything that i can do to check and see of she is with egg

hi.  thanks for your question.
first of all, are you certain that you have a male/female pair? the only way to know is if you have a DNA test done on the birds (you can buy them online or in a bird magazine) or if the breeder already had them sexed.  
if this is the case, then yes, a male/female pair will most likely end up mating if placed together. normally when a female is preparing to lay an egg, she will crouch down lower on her perch, fluffed up, taking heavy breaths. when you see it happening, it can be frightening as you may think she is ill. this is normal IF she does end up laying within the next hour or so that you see this behavior. she should not be straining like that for days on end. usually, she will find a place to "lay" such as in a food bowl or on the cage floor although birds new to "laying" sometimes lay right on their perch and end up breaking the egg. usually, they will lay in the morning and lay multiple eggs within a span of a week or so.  if you continue to observe this behavior for the next few days and she does not lay, i would suggest taking her to the vet ASAP. she may be ill and is exhibiting signs of illness or may have become egg bound (egg binding is when the egg, for some reason, cannot make it out of the egg duct and is literally "stuck" in the canal. this can be life threatening and is considered a bird emergency). unfortunately, besides waiting to see what happens, there is no birdie "pregnancy test" per se.
as far as the other bird's territoriality goes, that would make sense if his mate is "with egg" or sick.  birds in general are territorial (males and females) but can tend to become overprotective of their mates in any situation.
again, i would wait and see what happens but take her to the vet ASAP if she exhibits this behavior for a couple of more days and does not lay. fluffing up, hunching over, acting different (including her mate acting different) can all also be signs of illness.  hope this helps and let me know how it goes.
