potty training an almost 1 yr old westie terrier

Hi.  We have a westie girl who will be 1 next month. We got her from a pet store when she was 4 months old.I tried to potty train her by putting her in a small room with papers for about 2 months.  She did go on the papers, but also went everywhere else even after being outside. After that I decided to go swith the crate, and that works well, but she still goes in the house after being outside.  I don't know what to do. She is good with our kids, but I can not have her going pee and poo all over the house.  Do you think that I will ever have any luck with this since she was in a crate at the pet store for such a long period? Or does that have nothing to do with it?
Please help.

it is likely that being from a petsore is the problem,that and she likely was born at a puppymill so she has known nothing but a cage her whole life.It is also likely that since you continued with the paper training for a few wmonths after getting her and are now trying to teach her to go outside that she is confused about where she is supposed to potty. I think you might have to stick to paper training,or you can try the puppy training pads and slowly moving them closer and closer to the door you use to take her outside until it is right next to the door and at that point move it outside and teach her to potty out there. The problem with paper training is once you do that you can't change your mind and decide that you don't want them going inside anymore.
