Puppy Mill Rescue dog (Housebreaking)

I adopted an adult(1-2yrs old) dog from a local animal shelter. The shelter receive several dogs from a local puppy mill raid. I have had her for close to 5 months. I have done everything I as suppose to do regarding the housebreaking. I have supervised her very closely when she is not in the crate. I take her out every hour and feed her in the morning (science diet adult). We have made tremendous progress and she goes potty everytime she goes outside. She usually will urinate at least two times when I take her out and deficates in the morning and evening, but she will still try to urinate on the floor. She will urinate right in front of me sometimes only 5 to 15 minutes ater she has been out. Sometimes she will last 1 hr, I take her out continuously reward her immediately with cheerios and cookies and praise. I have been a veterinary assistant for 15 years and have worked really hard on this dog, but starting to believe I may not be able to break this dog. She is a 9lb. , my best guess (yorkie/scottie mix).  Do you have any suggustions?

Providing she does not have any medical problems related to thii, you have done the right things to start.  You did not mention if you crate trained the dog. I would begin with regular crate training, first let her get used to the crate with the door open.  Then with a routine increase time int he crate with a toy or blanket. Get her used to it being a sleep[ing/safe den. Then take her out for potty. When she comes back in, back in teh crate for an hour or so. If the dog progresses well, extend the crate time up to 4 hours. Usually after that the dog will not go in the crate.  If the dog soils the crate, bleach, odo-ban, or nature's miracle.  The praise and treat work, although at 9 pounds, the treat should be very tiny, ie bite size, not enough to chew.
