Stopping dog from peeing on wee wee pad

Hi,
We just adopted a small 8 month old Norfolk terrier who is trained to do his business on a wee wee pad. We want to switch his training to do it outside. Should we go through the normal crate training/house breaking process? Or should I move wee wee pad closer to the door, or put wee wee pad outside?

You can do either, so long as you supervise the dog whenever he is in the house so that you prevent any accidents.  So, either use a crate or tether him to you, so that he cannot go off to find a place to eliminate.  While I crate train my dogs, my mom used the other method for years - wee wee pads moved closer to outdoors, then outdoors, then smaller and smaller pads till the dog was going on the grass.
