Please help me with my dog jazz

my dog jazz is a one year old male cocker spaniel. Whenever he is in the house he acts crazy. He can't stay still and runs around the house. I hate to see him outside because he can't act right in the house. He is also hard to house train and he marks his territory in the house. I am lost, please help me.

Hello, Is Jazz neutered? was he a mostly outdoor dog? his indoor beahvier seems to me he is barely ever let inside and doesnt know how to behave indoors...also an unneutered male marks I have noticed both indoors and out weather a neutered male rarely lifts his leg at all. If you can give me more info on Jazz I might be of more help.
