I'm doing a speech in my English class about the right for people to own pit bulls. well i have read a lot of stories on the Internet about mean pit bulls and nice ones. but i have one question why do they have to ban them i mean cant the government like monitor them or something??

You know, you are the first person to ask me this question since I have started volunteering through allexperts.com.

The government does already monitor them in some ways. There are many areas in the country that require that EVERY dog within a specific district be registered with animal control in that area. Dog owners must pay a registration fee and put on file all information about their dog- breed, color, sex, etc. While it may only be local governments that do this, it is government still the same, and that is definitely one form of monitoring.

And then, of course, there are localities that have all-out bans...Or other forms of Breed Specific Legislation that mandate the spay/neuter of certain breeds or prohibit them from being adopted out through animal shelters.

Mass monitoring is not as simple as it seems. For one, the people that are actually a threat to these animals, the people that actually make it hard for responsible owners to keep their dogs, are the ones who commit criminal acts of neglect and cruelty (especially in the form of dog fighting). If these people are already breaking the law by fighting dogs or abusing/neglecting them in some other way, what good would monitoring do? The only people it would affect would be the people who already obey the law. How is that fair to them?

Also, there are not that many people that are going to voluntarily give up their Constitutional rights. Animals, although they are kept as pets and are pampered in most cases, are still considered property. Would you want someone to tell you that they are going to monitor your property or take it away from you when you have done nothing wrong?

And then there is the matter of money. The government is not likely to spend money on these types of measures when there are so many other things that need funding.

Then you have all of us that campaign so hard against ALL forms of Breed Specific Legislation. Government monitoring would be a form of BSL and would not be warmly received by the majority of those who have spent the past five or ten years trying to get rid of bans or restrictions. Even if it is meant with the best of intentions, monitoring is still BSL. And one form of BSL opens up the doors for others. That is just a risk that most are not likely to take.
