Question

My "pom" ( i put it in quotes cause im not sure if he's really purebred, the guy who seld him to me swore he is btu now im not so sure..) is 4 mos old and he is 28 inches (i measured him laying down from head to stretched out legs) and approx 8-9lbs.

he is shedding most of his coat and his ears are floppy instead of the characteristc pointed or round teddy bear ears. Ocasionally he does lift one ear though...

is he going trough the uglies and will soon grow his full adult coat and hopefully his ears will go up or did i get ripped off?

Well... you have 1 of 3 or a combination of these things here-
1-you got ripped off and this is not a pom.  And if you bought from anyone other than an AKC show breeder then you might have.
2-he is a "throw back" which means he is more like the "older" style of Pom. learn more here-

3-he is from poor breeding and the breeder did not select from quality to reproduce quality in the pups.

At his size now I would expect him to be about 10-15 lbs grown.  This is double the Pom standard.  Poms should only be bred to be 3-7 lbs. See more info here on the Pom standard-

But, either way, love him and he will love you back no matter his heritage. :o)
