My black cocker spaniel is at the age of 9. Lately i have noticed that his right eye looks a bit blur and it reflect white color too when I observe his eyes. I don't know what's causing it to be like that. And I am very worry. Or is it that aging that is the reason?
Hope you can help me with this. Thank you.

It's possible he has a cataract.  So what you should do is ask your vet for a referral to a vet opthalmologist and do a full eye exam.

Many older dogs (like older people)get cataracts.  There is eye surgery to correct this but most ophthalmologists wouldn't do it unless both eyes were affected since dogs can see quite well with one eye.

But you do need to see an eye Dr. and find out for sure what's going on since he may need eye medication.
