Cocker Spaniel Housetraining

Question
We rescued a dog about 7 months ago and he is sweet and loveable and perfect in every way except we just can't housetrain him.  He will go outside but then he'll go inside with little distinction.  I've been going out with him recently and he goes every time and then I praise him and give him a treat but then he'll go again inside. He also will NOT go out when it's rainy or cold so winter should be fun!  I never see him go inside, he's sneaky and I also swear that sometimes he goes to punish me because he is mad - it's happened more than once when I bathe him or leave him alone too long, he'll pee on something of mine.  Our last Cocker did the same thing till the day she died...if she was mad at me for any reason, I'd find pee in my bed!  We have a doggy door so a belly band won't work. I've already torn up all carpets and am at my wits end.  Help!  Thank you!

Answer
Sorry about the delay in answering - I did answer this at length but due to a site glitch it didn't seem to get sent.

The first thing you need to do is make sure he doesn't have a urinary tract infection.
It's so common and accounts for a lot of housebreaking problems.  Catch a first morning urine sample in a clean container and take it directly into your vet.  Refrigerate if you're not going instantly.

If it's not that then back up and start at square one.  Take him out on leash every few hours..choose a command "go potty" (or whatever you choose).  Continue giving the command especially when you see he's about to go.  Then praise & reward.

Get a baby gate for when you're out and confine him to the kitchen.
