puppy spins

We just got a puppy that spinsand barks continuously.  when he just stands stll he acts like he is off balance.  Is this behavior or medical?  If it is medical, do you know what it might be?

I am not a veterinarian.  It appears that your puppy is suffering from some sort of neurological disorder, or possibly an inner ear problem affecting balance, or perhaps even a more serious impending problem.  You must take this puppy to the veterinarian NOW.
