3 year old cat weeing everywhere

Question
why is my cat weeing everywhere i have 2 litter boxes , sprayed citrus spray , rubbed his nose in it , put pepper down, smacked him  what will work i dont want to get rid of him.

first of all, smacking your cat is stupid, cruel and ineffective.  so is sticking his face in it.  unless you catch him in the act, absolutely no deciplinary measures will be effective.  

i will need to know if your cat is altered- if not, it is because he has learned to spray.  some medical conditions such a diabetes are possible whether he is intact or not.
