I have a 16-year old mixed breed.  He is messing all over the place now even though I have taken a lot of measures to give him a clean environment to eliminate in.  We've used cleaned, clumping cat litter (which he was happy with before - it's not new), and I've also put puppy trainer mats down but now he seems to be dropping feces all over the place and urinating in different spots as well.  He is either completely deaf or very hard of hearing; he yowls quite a bit but then he goes to sleep for extended periods of time.  He doesn't seem to be in pain although I'm not positive about that.  What can I do about the elimination problems?

Take him to the vet for an examination and blood tests.  Most likely there is a medical problem causing the change in elimination habits.
