I am having a problem with my aquarium PH (8.4) and alkalinity (300) for a freshwater community tank.  Contributing to the problem is that the tap water I am using is high in both.  What is the best way to get to a safe PH and alkalinity level?

There is a product called Proper PH. It comes in two forms. One is to keep PH at 8.2, and the other is to keep PH at 7.2 or so. It will also help the alkaline.
That's the safest product I know of.
What others will tell you is to get fish that like high PH and alkaline, like African Cichlids. Those numbers are ideal for them, or just get the proper PH.

When you do water changes only do like 10% changes so the fish don't experience too drastice of a PH change. You will need to use Proper PH at every water change.
