water condition for bettas

Can the water conditioner tablets be added while the fish is in the water?

really no need to use water conditioners with a betta unless you have really bad water.
Bettas can extract air directly from the atmosphere so they are not as dependent on water parameters as other fishes.
That being said, if you wanted to add something like Stress Coat, that would be fine.
And you can add while the fish is in the water.
