HELP..Betta is sick

My daughter's beta Pescow is ill. He isn't eating and the left side of his face and eye look swollen, his lips look upturned and his scales near the face seem to be turning white. Please help, we don't want him to die!

Hi Frances,
  Have you been doing regular water changes on his tank?  You need to change about 20-50% of his water once a week, every week to keep him healthy.
