Answer
Algae only can grow when it has food to eat.  Food it eats are poop, nitrates, nitrites and ammonia, as well as food debris which isn't eaten by fish.

Therefore, when algae shows up, it's bad.  It means the water is filthy.

Time to change the water and clean the filter.
