Need some help with my tortoise

Hi, ive had my tort for about 4 yrs now he seems all in all very healthy never really had any problems with him i keep a nice and warm temp with a small bowl of water for him in his cage, just recently ive seen him under his light and his eyes seem to get quite puffy and small i have no idea what the problem is can you plz help.

Species and care info would help. Puffy eyes can be dehydration, vitamin A shortage, UVB damage, infection, etc.
