when and where is best place to release painted turtle?

Hello you can not release it anywhere. You should take him a rescue allow them to get an adoption home. These are approved homes/. If you have had it as a pet then he is imprinted and will  no doubt die.
If you release him he will go to anyone and everyeveryone who addresses him.  please contact a rescue and or placce him up for adoption yourself on the many avenues people have to do so.
