Should I neuter my rat(s)?

I have two male rats, Norbert and Daggett, about 15 months old.  Daggett is the alpha male, but lately he's been taking it farther than usual.  He goes through phases in which he chases Norbert around nonstop, humping him every time he catches up to him and then cleaning his penis afterward.  Then when Norbert gets tired of being chased and humped, the fights begin.  The fights have not drawn blood yet, but there have been chunks of (Daggett's) fur torn out.  Daggett is also a very scared/jumpy rat who will freak out and go into hiding at the slightest noise, even if I change positions when he's across the room.  Do you think neutering Daggett would help?  And if so, would it be better to neuter just him, or both of them?

I  would    only neuter the aggressor, which would be Daggett.  Its a bit odd that he is just doing this now, at 15 months old. Usually this type of behavior from a buck occurs during puberty, between 6 and 8 months old.  I have kept mostly males since keeping rats, keeping only about 10% females (due to risk of mammary tumors etc....) and have not seen aggression between males much, but when I did, it can be scary. In fact, I am having problems with my three boys now. It started around 7 months, and all three were inseparable before that time.  Brothers, they were bred by a very high quality hobby breeder, so we are stumped as to why this happened, but they all three live alone, by choice, and are happy as can be that way, too.  Before the separation, they were at each other soon as they woke up after a long days nap. It never got bloody either, but it was loud and very scary. It was all three at once, which made it even worse. One would start, the other would get agitated and the third would stick his nose in it and all hell would break lose.   I didn't neuter mainly because I do not have a vet that I trust that is closer than 2 hours other than for medical treatment.
