Matting Problems?

I have a male cockatiel thats about 5 years old, and he just doesn't know how to do it. He rides on her side and a few days later she will lay an egg. They both take turns on sitting on the egg.

I am not sure that I understand your question.  Are the eggs infertile?  

Birds have the ability to choose whether or not the eggs are fertilized.  If conditions are not right she will not fertilize the eggs.  There must be plenty of all the right foods, a nest box and the right amount of daylight ect...
