Congo african grey question

Question
is it necessary for a Congo african grey to be in the backyard porch most of the time? my parents say only until workers build the backyard porch I can have a parrot.

-- On the contrary, African grey's are HIGHLY intelligent and would do much better IN the home and as a family member.   Never feed a pet bird seeds - they thrive and are healthiest on a pellet based diet with fresh foods.
