Answer
The dog is training you. You need to follow two basic programs, no means no, and nothing in life is free.  You need to motivate the dog to WANT to walk with you. that means it must see you as leader, not follower.  I'm goin g to guess you are just all over the dog with affectionl, atention, toys, treats, etc. Stop.  Back way off.  If you are giving and doing everything for the dog it has learned that you are its servant.

NILIF the dog must work for everything. It has to recognize that you are the source of what it wants and it has to "work" to get it. Work means, following a command. Sit, stay, down, whatever you choose. Most start with SIT. Before the dog gets it soof, it has to sit, a few trila later, it has to sit stay while you slowly lower the food to the floor and then the dog is allowed to "take it."  Same with toys, treats and attention.

Get a training collar from a good pet store. use it and train the dog in basic obedience. Sit, sit stay, sit stay wait return, sit stay wait come. sit stay wait come sit. Learn to use the right command words.

When heeling, don't beg the dog. Use a reward to entice the dog to move.

no means no. When you tell the dog no, don't give in. no means no.

The opposite of reward is no reward. If the dog does not follow the command, it does not get what it wants.
