I have a sheltie named lucky I treat my yard I treat my dog wth baths and k-9 advantage I treat my other dog a lab naamed jessie I treated my house but I have a flea infestation that will not go away and lucky seems to be the worst how do I get rid of them

Pest control is not really in my expertise.  You need an exterminator, a professional carpet cleaning company and likely some yard treatment to eliminate that problem would be where I would look.  Start with the pest control company, ask for flea removal experts.
