Pantie eating shepard

Question
My German Shepard is a little over a year old and from the very beginning has chewed the crotch out of my own underwear and my daughters. She has never really chewed anything else just underwear! Once or twice I think she has chewed a pair of my son's boxers.Help! Why does she do this? Just recently my neice visited with us for a couple weeks and she left her swim suit bottoms in the tub to dry and Nikita(the shepard) ate the crotch out of them!! This has gotten to be a very expensive hobby for the dog! I am seriously thinking of getting rid of her because of this problem! She is kennel trained but pretty much has the run of the house when someone is home. We have punished her by putting her in her kennel when she does this, when we are home(which she hates as she loves being around the family)I just don't know what else to do. Please help!

SOME DOGS DEVELOPE WEIRD HABITS THEY DO GROW OUT OF WITH KEEPING ALL UNDERWEAR PICKED UP AND USING POSITIVE PUNISHEMENT.  SUCH AS GRABBING A HUNK OF HAIR ON HER BACK, LIFT UP AND SHAKE IT LOUDLY FIRMLY SAYING NO MORE!
DOGS SMELL URINE OR FECAL ON UNDERWEAR HENCE THEY CHEW IT UP.
SOME DOGS COULD CARE LESS.  TRY AND CATCH HER DOING THIS BY PLACING A PAIR IN A CERTAIN PLACE, GRAB HER AND TAKE A HUNK OF HAIR ON HER BACK OR BACK OF NECK AND POSITIVELY SHAKE HARD, SAYING NO MORE.
GIVE HER SOME TIME, KEEP ALL CLOTHES PICKED UP AND SHE WILL FORGET ABOUT THIS.  I WOULD NOT PUNISH HER BY THE KENNEL OR CRATE, THIS CAN MAKE IT WORSE, USING PERSONAL METHODS AS I DO WORK.  
ALSO, U COULD GET A SPRAY BOTTLE OF WATER, PUT A LITTLE VINEGAR IN IT AND SPRAY IT INTO HER FACE.  THIS WOULD GIVE HER A SIGNAL NOT TO TRY THIS AGAIN.  THERE ARE MANY POSITIVE HUMANE THINGS TO DO BUT TRY ONE OF THESE ALONG WITH KEEPING THINGS PICKED UP, HAND HER A TENNIS BALL OR TOY, PET AND PRAISE, SHE MIGHT NOT BE GETTING ENOUGH GOOD ATTENTION, THIS COULD BE HER WAY OF GETTING TO YOU.???
