two 4.5 months old Shepherd puppies

i have been gifted 2 male cros german, belgian shepherd dogs.
both dogs grew in the garden moving after their mother and copying her in every thing even going to toilet.

since i had them (yesterday) they started pissing every where, they didnt go out to poop yet because they only poop when their mother takes them out to do so. so i think they realy need to go out but yet i cant take them because they are untrained and out of control.
they wont take a leash even though i tried in many different nice ways. they strangle them selves and fight the leash. they are so afraid being away from the mother, so shy, and so stubbern.
i need to train them. i have raised german shepherds all my life and love dogs but was never intreduced to this before and i am concerned about their health and psycology.
please i need help

Hi, sorry for the delay - I have been away.  You are going to have a big job in socializing these pups.   They are bonded to each other and not to people.  You should probably get 2 dog crates and house train them that way.  Make sure you are using a buckle collar and not a choke chain.   Use food to coax them outside and feed them outside.   Go out with them so you can watch if they pee or poop outside and give them lots of praise.   This is going to require a lot of patience on your part.   Also try to do things with one pup at a time so they bond to you.   If they haven't seen a vet yet, just wait until you have control and take them in separately.
