Neutered dog peed on husbands leg

Question
Our 8 year old, neutered male Chihuahua terrier mix dog (loki) peed on my husband's leg.

We went to the park, as we always do, with our 19 year old cockapoo (female) and our chihuhua mix. The park has very few dogs. I stopped to read a sign and I hear my husband yell and when I looked back, Loki knew he had sone something wrong. He has never done this before, although he frequently  will pee on plastic bags if left on the floor.

We did not reward him with a walk in the park, but took him home to his kennel and proceeded to walk the other dog.

We got him as a rescue dog when he was one. He was skin and bones - starved - and the rescue place had had him for two weeks by that time. He isn't very smart due to starvation as a young puppy. That is about the only information I have.

Any advice or explanation would be nice.

I'm assuming Loki is neutered? I'd start by correcting marking in the house - supervise carefully and interrup any attempts to lift his leg. Marking territory is pretty normal male dog behavior, but that doesn't mean we have to like it, or put up with it. Supervise him carefully around the house. If he's marking much in the house, you might consider a belly band - so he only gets a warm wet feeling, instead of the pleasure of spreading his scent.(Of course, you change it when it is wet). And both you and husband be aware of what he's doing and interrupt him if he tries to lift his leg on either of you. It's not a big jump from marking things in his house to marking his people as his property in public places. And I doubt if he connected the wet incident with not getting to play in the park.
