Question
I own a Pembroke welsh corgi named Annie. She can be an angle and then she can be the exact opposite.  
I also own 6 others dogs with are all labs. She picks on our Yellow lab Allie and Allie does not stand up to Annie. Annie will grab Allie by the back of the neck or on her hindquarters . She will also bark constantly when we let the dogs out.  We have tried almost every thing shock collars, lemon spray collars. Can you help me with my dog issues.

A shock collar, or even a citronella collar, is NOT the way in which to manage problem behaviors in any dog.  In fact, they can both terribly worsen a problem behavior.  THROW THEM AWAY.

If Allie is accepting Annie's dominance, do not interfere.  Corgis are an extremely controlling breed, as they were designed for herding and this instinct is very strong.  The heel biting may very well be part of the control issue; the neck biting is a dominance posture.  Corgis are very dominant little dogs, a very big dog in a small body.  Allie appears to be tolerating this dominance.  I have no idea how long you've owned all these dogs or how long this behavior has been demonstrated, but if it ain't broke, don't fix it.  So long as these two don't erupt into full blown aggression toward one another (it doesn't appear that Allie is about to challenge Annie's pack rank), there is no problem.

Corgis BARK.  It is part of their need (genetic) to control.  Your use of aversive/punishers might very well have created the tension you see between Allie and Annie.  Dogs don't always associate punishment with the behavior which it was designed to control.  Throw out the aversive techniques.  Use positive reinforcement training to teach Annie some herding behaviors (using large, puncture proof beach balls in the yard).  Corgis are far more intelligent than are Labrador Retrievers.  Your Corgi needs a JOB.  If she has objects to control/herd, and this herding behavior is captured/trained and rewarded by you, she will be calmer and your pack related problems will diminish.
