ANSWER: There's no simple answer to this question, especially not one you get off the internet.  You need the intervention of a certified applied animal behavior expert.  This dog needs to be observed and her temperament evaluated.  This could be a conditioned fear response, it could be the result of an injury she received from another dog, it could be a reaction to your apprehension when out with her, or any number of things. I doubt she just began attacking your other dog.  I have no idea how old she is, whether or not she's spayed, what sex the other dog is, how many people live in the house, whether or not you've had her since puppyhood, when she's been seen last by a Veterinarian...etc.  If I knew the answers to these questions from reading your brief question, I'd be able to predict the next winning Mega Lottery ticket numbers.  Contact the veterinary school in your geographical area and ask for a referral to a Ph.D. or DVM behavior expert.

Answer
Guide Dog associations are unlikely to have a resident Ph.D. and are very unlikely to be willing to offer their resources to you, as you don't have one of their puppies.

Contact the veterinary college in your geographical area and ask for referral to a Ph.D. or DVM certified applied animal behaviorist.
