I live near a woman who rehabilitates problem dogs.  She recommends the use of a collar called 'Dogtra' - a collar which delivers electric shocks at a strength specified by a control device which is adjusted by the owner.  I felt the shock myself - it is not particularly strong, but it is unpleasant.  What is your opinion on the use of such a collar?  Thanks.

That woman is fundamentally a fraud.  No rehabilitator uses a punisher.  dogs in need of rehabilitation require the use of psychology, an understanding of dog culture and behavior, and positive reinforcement training, along with a thorough understanding of the faults of their prior human owners.  MOST problem dogs are merely the result of PROBLEM OWNERS. THAT woman should be reported to the HUMANE SOCIETY ASAP!

Shock collars have their place but are always reserved for the use in extinction of life threatening behaviors and NEVER for any reason to be used by anyone without credentials.  The dog must be habituated to the collar for days before its use; the dog must be evaluated for temperament (NOT for use on submissive dogs or actively aggressive dogs) and the scenario must involve the dog's interaction with dangerous animals or traffic.
