Hello. I have a 10g tank that i set up 4 weeks ago. The plants in the last 2 days have developed fine, what i can only describe as hairy spider leg like, white filaments that come out at a 90degree angle. It is only affecting the ones in and around an 8cm radius of the central light.Im not sure if its a type of algae or something else, it doesnt look too bad i just dont want it effecting my fish or plant growth.

It seems to me that you have algae growing in your tank. The reason it is mainly under the light is because algae thrives off it. It is pretty easy to remove from your tank.  As with any algae, remove excess nutrients by water changes and control the lighting. This will prevent an outbreak, or treat one if it occurs. It will not effect your fish or plant growth. Are the white filaments cotton like and fuzzy? Are there any parts on the plant that may be rotting? There may be some fungus growing on your plants also if the questions I asked are a yes answer.
