where should i place my mating tank? in a dark room and lit up room or what?i think that is why my male beta fish is not creating bubbles in his Styrofoam cup nest unless you think different if you do please tell me.

  I have never known light levels to make any difference to a betta in terms of his desire or ability to make a bubble nest.

I do not understand what you mean by "his Styrofoam cup nest".  He doesn't need any structure to make a nest, just relatively calm surface water, that's all he needs.  A betta male will typically make a bubblenest next to a floating plant leaf, or in a corner of the surface of the tank.
