headset :(

Question
my standradbred mare is 7 years old but only has been broke for about 8 months. she knows walk and trot and were working on the lope, which she is doing beautifully in. when we walk she has a nice leveled head set and nice collection. but when we move to a trot she remains with her collection but puts her head higher in the air. its not to high its looks very nice for hunter but for pleasure and western i want her headset from the walk to move to the trot with her. ive been using a martingale it seems to be working on her collection but i dont find it helping with lowering her head. when she does lower her head i loosen me reins and stop asking for her headset to show her thats what i want her to do and she moves sooooo nice when her head is down you feel her lift herself up and bend alot easier. how do i teacher her to keep collection but lower her head and neck ?
