White mouse shivering

My white mouse had about 7 litters, however unfortunately 4 of them died and the other 3 survived. Its almost more than 3 weeks since the delivery and the litters have stated moving, however today I noticed that my female mouse whom I used to keep along with litters was shivering and moving slowly I even tried to gave her some fresh water to drink but she refused, is there some I can do or there is something to worry? Please help.

Mice MUST be kept warm. It sounds like they are too cold. This will kill them.

Somewhere around 68 degrees F / 20 degrees C.

A heating pad on low under *part* of the cage, with a towel in between, keeps them warm but gives them a chance to get out of the heat if it is too hot.

Baby mice should be moving around the cage and hopping by 14 days. I do not understand how the babies could just be starting to move.

I would bring the shivering mouse to the vet. She might need antibiotics. If the babies are not racing and hopping around the cage, bring them too. Maybe everyone is sick?
