my new puppy fights my 10 month old dog

I have a 10 month old female pomeranian (spayed, 6.7lb), she's gentle, doesn't bite or bark.  I thought she's bored so a week ago I bought her a playmate, 9 weeks old female pom (1.6lb, sharp teeth, likes to bite). I can not tell if they get along or not as they fight all the time. The older one steals the puppy's toy/chew/food/everything basically.  The puppy fight back for her stuff.  They bite/chase/jump on each other.  I thought the puppy should know the 10 month old is the dominant dog and stop fighting back for her toy/chew/food/stuff.  But the puppy doesn't stop, she barks and chases to get her stuff back. Of course she can't success, she's so tiny.  The puppy yelp sometimes, the older dog doesn't; but the puppy has very sharp teeth, she even bites me when I go against her will (put her in crate, stop her from fighting). I am worry about either one getting hurt, I really want them to share and become best buddies.  I always stops them and have never watched them stop the fight themselves. Should I find the puppy a new home? Please help. If it helps I can try to record their fight and send it to you to see if they are fighting or playing. Please help. Thanks a lot!!

Hello, Sounds very normal...my smallest dog and last added my boston terrier who is 14 pounds and spayed will steal all my older dogs toys and growl and snap if they come near them. I'll offer a link to my behavior page on my website: http://www.freewebs.com/dustycovens/behaviordominance.htm
