Dog Urnitates all of my house

My 4 year old Neutered male Jack Russell Terrior lifts his leg and urinates all over my house and furniture.  How can I get him to stop?  It doesn't matter how much I left him out, etc.  He does this all of the time.

I'm sorry to hear about your problem.
I hope you're not scolding him or punishing him for doing this. Doing that tends to make matters worse, especially with Jack Russells.
It could be a medical issue. Neutering causes what's called "spay-related incontinence" in females. I doubt very much that it could have caused your dog's condition (the male and female anatomies are quite different, as you know). But you might want to speak to your vet about this.
You said it "doesn't matter how much I left him out..." which I presume means you let him out in the back yard to do his business, right? How much hard, vigorous playful exercise does he get every day? Do ever play fetch and tug with him outside? He could be experiencing some kind of stress. There's a correlation between stress hormones and the hormone that regulates urination. The more stressed the body is, the more urgent urination becomes. And excessive marking is actually a sign of nervous tension.
The reason I bring all this up, is that scolding, reprimanding, punishing, and a lack of enough playful exercise could all be factors in the behavior.
My recommendation would be to stop all forms of negative interactions with the dog, play a lot more tug-of-war and fetch, and whenever he lifts his leg, take a deep breath, hold it in, then let it out slowly before doing anything. Then clean it up with an enzyme cleaner or white vinegar.
You could also try a product called "NO-GO" which inhibits a dog from urinating wherever it's sprayed.
