toy fox terrier puppy, problems housebreaking

i have a 10week old toy fox terrier....i've been trying the reward based potty training and he's very selective about when he wants to go potty outside.  i've done a routine since day one with him and nothing seems to be getting through to him. he only gets treats when he does go outside. it seems like no matter  how long we're outside all he want to do is chew the grass or whatever else he can get in his mouth, or try to play, or is distracted by whatever may be around at the time.  we could walk for an hour or more and no luck.  but as soon as we get back in the house, he'll pee or poop and stare at me while he's doing it, almost mocking me.  now he's a little guy so the mess isnt very big but this is getting rediculous. like i said, i say "go potty" as he's going outside, and praise him and give him a treat right after, but these instances are few and far between.  i even say "go potty" as im taking him out the door routinely to try to make it a common routine for him and still, he's picky...lol  i need the help as i work the overnight shift and need my sleep during the day...my fiance is home at night and she has the same problems with him..he wont go before bedtime, or when she wakes up in the middle of the night to take him out.  she'll take him out and when they come back in, poop everywhere!!! lol...please help...starting to lose patience...

Are you:
Using a crate?
Leaving the food and water down all the time?
Putting him on schedule that is realistic to his age/skill level?

One thing I would do is take him to the desired area for a few minutes and if he does not produce anything-do not let him have freedom in the house until he does or he will in your house. That's the big boo boo we make sometimes, assuming he does not have to go and giving him the opportunity to do so in the house. Peeing/pooping = freedom until your next bathroom break. Not peeing/pooping = lockdown until your next  break!

10 weeks old = every 45-minutes to an hour schedule when he is active. A 10 week old fox terrier can get distracted by just about anything-it's a BIG world out there!
