cat using flower bed for litter box

My neighbor allows their cat to wander the neighborhood. It seems to like to use my mulched flowerbed as a litterbox. What can I do to stop this behavior.

Hi Neil,

A quick and easy fix that's not a chemical is to use chili powder. Get it at the Dollar store and sprinkle it liberally around the flowerbeds. The only drawback to this is you have to reapply it after it rains. But if you buy it at the Dollar store it is cheap. Good luck.
