green film on my koi pond

can you tell me why i have a green film on the surface of my pond water, any bubbles that form are also green, however the water below the surface is not green.
i put my hand in the pond water the other day and upon pulling it out, the film stuck to me, the water itself is not green, only the surfage is green.
PLEASE can you help???

Dave,

Don't have a skimmer, do you?  You need to increase circulation and if possible install a skimmer to break up this surface algae.  

Also, stop feeding the fish for a few days and add some bacteria concentrate to help metabolize the algae.
