fountain with solar panel

Question
I bought a fountain that has a solar power panel. Even on a hot day the water won't bubble up through the copper pipe. Is the fact that i live in Maine and don't get hot hot hours on end a factor? could it be a connection between the pipe and the base? What can it be?

Any wisdom is appreciated.

Hi,
If it is in a pond I would take it out and switch it on to see if the motor is working, you will feel a vibration in the casing if it is working, if it is working then you will have to check the pipes from the pump to the outlet of the water, if it still dosn't work I would take it back.
