Potty Training and Biting

Question
Hi-

I've had my Queensland Heeler puppy for about a month now and he's about 4 months old. I've been trying to potty train him this entire month and he does not seem to be making any progress. I take him out every hour, after he eats, and after he naps and every time he goes outside, he does his business and if he doesn't right away, I wait for him until he's done. I praise him excitedly every time. When he comes back in, he'll be fine for the first 45 minutes but then he'll pee wherever he wants again. I've had times where he peed in the house 3 to 4 times in one hour. At his age, I know that he's supposed to be able to hold it for about 2 hours or so but sometimes he  doesn't even reach an hour. His dog trainer says that these dogs are supposed to be very smart and she was surprised that after a month, he's still not trained.

Another problem I've been having with him is the biting. I know he is teething and I accept that he's biting a lot of things. I even have toys for him to chew on. However, he quickly loses interest in them after about 10 minutes or so and then goes for biting me. Today, he was especially keen on biting me. I have bite marks all over my arms and legs from his biting and I don't know how to make him stop. Sometimes, he'll chase me all over the house just to grab my legs.

Please help me! I don't know what to do and I'm really trying to not to lose patience with him but it's hard when he's peeing everywhere and trying to bite me all the time.

Answer
Put Bitter Apple spray on you, he'll soon find something more pleasant to bite. Just be sure to wash your hands before you eat and don't bite your nails or you'll be foaming at the mouth! (Yea, I tried it to see what it was like.) And make sure he has other options.

Make sure you follow all the tips at http://www.examiner.com/x-7644-Detroit-Pet-Training-Examiner~y2009m7d13-Pet-Trai...
and if he really can't hold it (like in his crate) for more than a couple hours, make sure you get a urine sample to the vet. He might have an infection.
