Answer
Mary,

Dogs aren't spontaneously injured so he's either injured this paw previously and aggravated it or something happened in the bathroom.  Just as you wouldn't be walking and out of the blue have an injury, neither would he.  Can you think of anything that may have happened in the past that you've maybe forgotten about?

He needs to be seen by a vet.  If he's torn a tendon or ligament, ignoring it will be much more costly later.  I suggest that you google for low-cost veterinary care in your area or see if there are vouchers available.  You may also try running him up to a store like Petsmart who has a vet clinic.  I don't know that they do much beyond vaccinations but they are run by vets and if you explain your situation they may have some ideas.

Beyond that, he'll need to rest for a few days, remaining as inactive as possible.  I would like to tell you that this is no big deal and a vet trip isn't necessary but any time there's limb damage, a trip is warranted.

A side note:  you may want to go over his pads really well, if you haven't, and make sure he didn't just step on something.
