my aussie doesnt seem to like leashes or collars everytime i put one on him he sits and doesnt move he is 11 weeks old what do i do

He just doesn't understand yet.  Try luring him with a bit of roast beef or cheese to take a few steps forward.  In other words, reward him for catching up to you on his own.  Don't drag, just wait.  Here are some articles that might help you:

Also, I hope that you are exposing your Aussie to many new people, puppies and dogs right now.  He's almost at the end of his socialization period (8-12 weeks), so he should be seeing anything that you want him to accept when he is grown up.  If you haven't done so already, enroll him in a positive puppy class now.  To find positive trainers, see these sites if you are in the US:
