food all over floor

Question
We have a 3 yr old toy poodle dog, Luscious, and have had him since he was
just a baby.  He's really smart, house trained easily and otherwise has been a
good dog.  We had a baby about a 1 1/2 years ago and moved at the same
time.  Luscious seemed to adapt to everything really well and loves the baby.  
Im the "mom" and he does favor me a lot.  He constantly follows me around
and never leaves my side.  The past year or so he has started only eating
when Im in the room where his food is, the kitchen.  He will only eat next to
me.  So therefore there is constantly food all over the floor.  He refuses to eat
out of his bowl and will only eat by bringing the food over to wherever I am.  
We've tried only feeding him once a day, while Im cooking dinner.  He still
brings the food over to my feet to eat.  When I tell him no, and bring the food
back to the bowl, he gets it and does good for a min or two but then goes
right back to putting the food all over the floor.  Any suggestions would be
great!  Its a major problem because our 2 yr old picks up and plays with all
the food, and tries to feed it to the dog...who then gets upset that she's
touching his food.  No matter how much I sweep or vaccum I just cant keep
up.

He may be worried that the baby will eat his food so he makes sure to only eat when you are around to stop it.  You could try a treat ball (I use the Molecueball by Our Pets) so that he can move the ball around with him to eat but you will need to make sure the now crawling toddler leaves the food alone.  You can also place a baby gate or something to block the room his food is in so that the baby can't get it.
