Dog pooping and peeing in house

I have an 8 year old neutered toy poodle. He does not poop or pee in the house however the last two days he has done that. About three days ago we started some renovations. The house is in a mess due to renovations being done. We are painting and moving stuff around. Plastic and paper are on the floor re the paint. Can this cause him to do what he is doing.? Thanks

Your dog is confused, stressed and anxious about what's going on in your home (and who can BLAME HIM, renovation is hell!)  Pay extra attention to this dog now and go out with him, reinforcing his appropriate elimination.  In house, put a long, lightweight training lead on him, tie one end to your waist.  Don't let this dog develop negative habits; keep him close, interrupt any inappropriate elimination he begins, take him outdoors and reward him.  Do this for a week or two, then confine him to the room you are in until renovations are completed.  You don't want this aberrant elimination to set as a permanent behavior.  Right now, he's frantically marking (most likely) to counteract his enormous anxiety at the huge changes around him.  You might also want to talk to the veterinarian about this sudden change in behavior.  AND be very, very careful about paint, cleaning agents, etc., as these can cause serious harm to a dog if ingested.
