We have a male rat approximately 1 year old who has developed very flakey skin on his entire tail.  These are very large scales which pull off or rub off fairly easily.  We do use wood (pine) chips in his cage but briefly microwave them before laying them down to help prevent mites/parasites.

Well, first; get him OFF the pine. Pine and Cedar are extremely bad for rats - they contain aromatic oils that are really nasty on their respiratory systems! You need to switch to Aspen or Hemp if you want to use shavings.

As far as his tail, rats do shed the scales on their tails.. it also looks kinda dirty. So what I'd do is take a soft bristled toothbrush and some diluted dish soap and water and scrub gently at it until you've got it kinda clean. From there, unless it looks infected, I wouldn't worry about it.
