I have an 11 year old shih tzu, named Buffy, she has always carried her tail around of her back, never dragging down on the floor, unless she was afraid or being scolded.  Now she will not put her tail up on her back, just lets it drag the floor behind her.   Have carried her to 2 different vets, they can find nothing wrong with her.  Do you have any idea of why this sudden change?

Hi Shirley, Did the vets to any x-rays or MRI's on her to be sure she did not somehow injure her back? Is she in good shape for her age?  If so, it would be unusual. If she is showing other signs of old age, maybe she is just tired and finds it difficult to carry it high. If she were carrying it level, I would not worry, but if she is dragging it, it seems there must be another issue with her.
