do all male dogs spray in every unfamiliar place they go whether it is an inside place or outside whether they are neutered or not.

Yes, all male dogs will relieve themselves even if they are neutered, but if they are neutered then they have less of a chance of contracting diseases in their "private parts", a lot less behavior problems, and will not "spray" as often.
