We have 12 day old pups (10 of them). We, of course, currently have them separated from the other dogs in the house. We have 3 neutered males. When can I feel safe to allow them near the pups?

This is an impossible question to answer because I have no idea what breeds you are discussing and what temperament is like for each, yet alone their pack interaction.

What I DO know is that you have to begin socializing these puppies, ONE at a time, to human handling right now.  Have a "pass the puppy party" everyday for a very brief time (no more than five minutes) and pass each puppy, with affection and restraint (hugs) for the next 2 to 4 weeks.  When the pups reach 5 weeks of age, take each puppy out of the room and away from the other pups and whelping area for about 3 minutes each day.  What you want to do is introduce a new environment in the company of a constant, patient and loving pack member (you.)

As for the remaining pack (your other dogs), these puppies won't be ready to interact as independents with them for quite some time.  Whether or not you can allow your other dogs free interaction with these  puppies depends upon the attitude of their dam (mother) and the attitude of your other dogs.  Under no circumstances should you put any puppy at risk.  ALL interaction with your other adult dogs MUST be under your STRICT supervision, well after these pups obtain the age of five months.  One dangerous interaction can scar a pup for life (not to mention scar a pup physically or even end its life.)  I'm assuming you have plans to rehome most (if not all) of these pups, so being a good steward of their early life experience is an absolute must. AND...spay the dam after the pups are weaned.
